Gwangmyeong City in Gyeonggi Province has become the first local government nationwide to enact the "Basic Society Ordinance."

View original imageAccording to Gwangmyeong City on September 18, the city council passed the "Basic Ordinance for the Realization of a Basic Society in Gwangmyeong City," which was prepared by the city, the previous day. The ordinance will take effect immediately upon its promulgation on October 2.
The ordinance includes provisions on the mayor's responsibilities, the establishment of comprehensive plans, fact-finding surveys, education, publicity, and other aspects of the Basic Society policy. Notably, it contains a provision for the establishment of the Gwangmyeong City Basic Society Committee, which will provide institutional support for a citizen-led Basic Society.
The Basic Society Committee will be composed of up to 25 members, including two co-chairs-one being the mayor and the other elected from among the committee members-and one vice chair. The committee will include representatives recommended by the Gwangmyeong City Council, civic organizations, youth, people with disabilities, and seniors, ensuring that a wide range of citizens' voices are reflected throughout the policy process.
Earlier, starting in March, the city held the "2025 Gwangmyeong City Basic Society Policy Idea Contest" open to all citizens nationwide, resulting in seven actionable proposals. On September 13, a 500-person roundtable discussion was held under the theme "The Basic Society We Aspire To," which generated 45 policy ideas for the Basic Society.
With the enactment of the ordinance, the city will implement citizens' policy ideas and establish a dedicated "Basic Society Team" to realize the ordinance.
