'Indeogwon Opportunity Town,' the Core of AI Innovation in Gyeonggi's Four-Line Transit Hub, Breaks Ground on the 16th
Construction has begun on the Anyang Indeogwon Opportunity Town, positioned as the core of artificial intelligence (AI) innovation within Gyeonggi Province's four-line transit hub zone.
On September 16, Gyeonggi Province held a groundbreaking ceremony for "Gyeonggi Opportunity Town Indeogwon" at the Indeogwon Transfer Parking Lot in Anyang, attended by Governor Dongyeon Kim, Anyang Mayor Choi Daeho, members of the National Assembly, provincial and city council members, and approximately 100 other participants.
During the ceremony, Governor Kim stated, "Anyang is my second hometown, and just as a mulberry field can turn into a sea, I will completely transform this place," adding, "I will ensure that we achieve the miracle and results of such a dramatic transformation."
He then presented four visions: revitalizing the local economy and improving quality of life through Opportunity Town, such as with a four-line transit-based integrated transfer facility; creating an innovation ecosystem for AI, bio, mobility, and venture startups; realizing a Gyeonggi-style future city that enables proximity between work and home and work-life balance; and building an energy-independent city that achieves carbon neutrality.
Governor Kim further emphasized, "Indeogwon Opportunity Town is a culmination of a people-centered, humanomics-based economy. It will become a leading example of Gyeonggi Province's initiatives as Korea's number one region for opportunity, climate, and industry."
Opportunity Town is an urban model unique to Gyeonggi Province under the 8th popularly elected administration, integrating jobs, housing, leisure, transportation, and welfare. In March, Governor Kim announced the "Three Major Opportunity Town Projects," which include developing Suwon World Cup Stadium, Yongin Platform City, and Anyang Indeogwon into Opportunity Towns by 2030.
Among these three projects, Yongin Platform City began construction in March this year, and now "Gyeonggi Opportunity Town Indeogwon" has become the second to break ground.
Gyeonggi Opportunity Town Indeogwon is scheduled for completion at the end of 2027. The urban development will cover 150,000 square meters in Gwanyang-dong, Dongan-gu, Anyang, with a project cost of 412.1 billion won.
This area will feature a dense transportation network, including Subway Line 4, GTX-C, Wolgot-Pangyo Line, and Indeogwon-Dongtan Line, along with an integrated transfer center. This will enhance connectivity with nearby Pangyo Techno Valley, Gwanggyo Techno Valley, and North Suwon Techno Valley.
Gyeonggi Province will simultaneously create residential spaces for young people and newlyweds, as well as an advanced industrial cluster. The project will include 511 rental housing units and RE100 apartments (where the amount of renewable energy produced matches the electricity consumed), and will introduce water-source energy to achieve eco-friendliness and energy independence.

View original imageStartups and venture companies leading future industries such as AI, bio, and mobility are expected to move in, creating approximately 5,400 jobs. Commercial, cultural, and leisure spaces will also be established within the transit hub, contributing to increased regional vitality.
Going forward, Gyeonggi Province plans to collaborate with Anyang City, Gyeonggi Housing and Urban Development Corporation (GH), and Anyang Urban Corporation to ensure the smooth progress of the project.
Meanwhile, among the three major Opportunity Town projects, Yongin Platform City is currently being implemented through a joint effort by Gyeonggi Province, Yongin City, Gyeonggi Housing and Urban Development Corporation, and Yongin Urban Corporation. This large-scale, publicly-led urban development project covers 2,729,000 square meters (approximately 830,000 pyeong) in Bojeong-dong, Mabuk-dong, and Singal-dong, Giheung-gu, Yongin, with a total investment of 8.268 trillion won and aims for completion by 2030. It will connect with Dongtan Techno Valley, a semiconductor hub, and serve to integrate AI and the semiconductor industry into a single ecosystem.

Uman Techno Valley (Suwon World Cup Stadium) will begin construction in 2026 with an investment of 2.7 trillion won and aims for completion by the end of 2030. Gyeonggi Province, Suwon City, the World Cup Foundation, Gyeonggi Housing and Urban Development Corporation (GH), and Suwon Urban Development Corporation will participate as project implementers. It is being developed as a key base connecting the southern AI knowledge industry belt and the northern bio belt.
