The government has established its first comprehensive plan for the traditional culture of Sungkyunkwan, Hyanggyo, and Seowon. On September 16, the Ministry of Culture, Sports and Tourism announced the "First Comprehensive Plan for the Traditional Culture of Sungkyunkwan, Hyanggyo, and Seowon," based on the "Act on the Succession, Development, and Support of the Traditional Culture of Sungkyunkwan, Hyanggyo, and Seowon."
This is the first legally mandated comprehensive plan following the enactment of the law in January. Through research projects, collecting opinions from local governments and experts, and consultations with related ministries such as the National Heritage Administration and the Ministry of Education, the plan has outlined four main strategic tasks and fifteen detailed tasks: succession and creative development of tradition, coexistence with local communities, preservation and utilization of cultural heritage, and strengthening of institutional foundations.
Currently, there are 234 Hyanggyo and 1,087 Seowon across the country. While they have long served as centers for traditional cultural education and the spread of local culture, their foundations are now being shaken by a shortage of operational personnel, aging populations, and declining public interest in Confucian culture.
The government will systematically collect and preserve documentary heritage and standardize regional etiquette and ritual procedures for use in education and promotion. National intangible heritage, such as the Seokjeon Daeje, will be sustained through transmission education and support for ceremonies, and educational content will be developed to link with youth character education.
Utilization measures have been specified to reflect on-site needs. The government will expand courses on Confucian traditions and the humanities, increase participation in online education to enhance accessibility, and introduce continuing education for youth character education instructors and Chinese character teachers to improve expertise. It will also operate "Confucian Humanities" programs linked to local tourism resources and promote the training of professional guides and the expansion of experiential infrastructure. In particular, Confucian culture training programs, which are currently concentrated in the Yeongnam region, will be expanded to the Chungcheong and Honam regions.
For preservation, the government will strengthen regular management systems using the National Heritage Care Project, provide specialized training for care personnel, and foster young administrative staff. Safety inspections and maintenance support for Sungkyunkwan, Hyanggyo, and Seowon will be provided, along with the establishment of ICT-based disaster prevention facilities and the introduction of Internet of Things (IoT) technology to enhance disaster response capabilities.
Institutional foundations will also be strengthened. From 2026 to 2028, a survey will be conducted to assess management status, and a comprehensive information website will be launched for easy public access. Regular academic events and seminars will be held to re-examine cultural values, and the government plans to train professionals such as guides, ritual instructors, and specialists in attire and artifact management.

The government emphasizes execution over mere declaration. A Ministry of Culture, Sports and Tourism official stated, "This comprehensive plan is the first step toward the continuous succession and development of our traditional culture," adding, "We will faithfully implement the detailed tasks to ensure that Sungkyunkwan, Hyanggyo, and Seowon are passed down to future generations."
