Bill Introduced to Mandate Reporting After Changes to Cultural Heritage Sites
A Fine of Up to 2 Million Won for Failure to Report Within Ten Days
Jin Jongoh, a lawmaker from the People Power Party, announced on September 11 that he has introduced a partial amendment to the "Act on the Preservation and Utilization of Cultural Heritage," which would require mandatory reporting within ten days after any changes to the condition of cultural heritage sites. The purpose is to strengthen the management system so that any damage to cultural heritage can be quickly identified and addressed immediately.
Currently, anyone wishing to alter the condition of designated cultural heritage or engage in activities that may affect its preservation must obtain permission from the head of the National Heritage Administration or the relevant city or provincial governor. However, there is no obligation to report how the actual activity was carried out afterward. As a result, there have been cases where damage was not detected in a timely manner, making restoration to the original state impossible or leading to enormous restoration costs.
The proposed amendment would require those who have received permission to alter the condition of designated cultural heritage or engage in activities affecting its preservation to report to the permitting authority within ten days after the activity is completed. Violations would be subject to a fine of up to 2 million won, thereby enhancing the effectiveness of the system. The amendment would apply not only to designated cultural heritage but also to provisionally designated cultural heritage and city or provincial designated cultural heritage.

Jin stated, "Last year, an incident in which the production team of a KBS drama damaged the UNESCO World Heritage site 'Andong Byeongsan Seowon' and the treasure 'Mandaeru' during filming became the impetus for introducing this amendment." He added, "Through a post-activity reporting system, we aim to establish a mechanism that allows early detection and response to any damage."
