Hwaseong City: "88.4 sq km to Benefit from Height Restriction Easing... Development Potential for 60,000 Households"
Analysis of the Impact of the Revised Enforcement Decree of the Military Base and Military Facility Protection Act
It has been analyzed that the relaxation of height restrictions around military facilities by the government will create development potential in the Hwaseong City area of Gyeonggi Province, allowing for the accommodation of approximately 60,000 households.

The revised bill was approved by the Cabinet on August 18 and has been in effect since August 26.
The key point of the revised enforcement decree is the relaxation of the standard for calculating building height, changing it from "the lowest part of the land" to "the natural ground surface." As a result, construction will be possible without topographical constraints even in sloped areas, and the city expects that this will accelerate urban development in the designated regions.
The city analyzed that a total area of 88.4 square kilometers, particularly in the eastern regions such as Byeongjeom and Annyeong-dong, as well as southern areas including Jangan, Yanggam-myeon, and Hyangnam-eup, will benefit from the regulatory relaxation.
It is estimated that more than 30,000 additional households can be developed in 30 square kilometers of the eastern region and 20 square kilometers of the southern region, respectively. In particular, the city expects that the flight safety zone in the eastern region could accommodate up to 37,000 households, further boosting plans to make the Bongdam-Byeongjeom-Dongtan area a key driver of growth and development.
