Yangju City Enacts "Ordinance on the Prevention and Management of Serious Accidents"... Strengthening Safety Management
Yangju City in Gyeonggi Province has established an institutional framework for the prevention of serious accidents. The "Yangju City Ordinance on the Prevention and Management of Serious Accidents," which was independently proposed by the city, passed the plenary session of the 380th temporary meeting of the Yangju City Council held on September 9.
This ordinance was promoted to address the limitations of the Serious Accidents Punishment Act, which is primarily focused on punitive measures, by establishing a prevention- and management-centered system.
The ordinance includes detailed measures such as: establishing and implementing plans for the prevention and management of serious accidents; commissioning professional agencies for fact-finding investigations; designating key management targets; enrolling in mutual aid for the protection of accident victims; and rewarding individuals who have contributed to prevention efforts.
With the enactment of this ordinance, Yangju City plans to implement strengthened safety management policies for workplaces under its direct supervision, including conducting fact-finding investigations and designating key management targets.

Moon Eunkyung, head of the Citizen Safety Division, stated, "We have now established an institutional foundation to prevent both serious industrial accidents and serious civil accidents," adding, "Going forward, we will do our utmost to build and implement a safety and health management system to protect the safety of both citizens and city employees."
