Deliberation on 29 Applications from 21 Facilities for Charge Reduction
Jinhae District of Changwon Special City, South Gyeongsang Province, held the "2025 Jinhae District Traffic Inducement Charge Reduction Deliberation Committee" meeting in the district office's small conference room.
The traffic inducement charge is a fee imposed on non-residential buildings (facilities) above a certain size when activities such as vehicle entry and exit cause road traffic congestion. The purpose of the charge is to secure funding for expanding transportation facilities to alleviate traffic congestion.
The charge applies to non-residential buildings with a total floor area of 1,000 square meters or more. The owner of the facility as of the assessment date (July 31 of the relevant year) is responsible for payment. The amount is calculated by comprehensively considering the building's total floor area, purpose, location, and the traffic inducement coefficient, among other factors.
The deliberation committee, which convened on August 28, was formed in accordance with the "Changwon City Ordinance on the Reduction of Traffic Inducement Charges." It consists of five members: the chairperson (district mayor), one ex officio member (head of the Economic and Transportation Division), and three appointed external members. The committee reviewed and resolved 29 applications for traffic inducement charge reductions submitted by 21 facilities within Jinhae District.
In particular, the committee members thoroughly examined the reduction requirements, the implementation standards for traffic volume reduction programs, and adjustments to the inducement coefficient based on reduced traffic volume. They focused on ensuring that reduction criteria suitable for local conditions would be applied fairly. Through these efforts, Jinhae District aims to reduce excessive burdens from the traffic inducement charge and implement rational, citizen-centered transportation policies.
