Goheung County Launches '365 Citizen Communication Phone' Connecting Governor and Residents
Governor Responds Directly to Suggestions, Proposals, and Concerns
24-Hour Direct Communication via Text Message
Goheung County in South Jeolla Province (Governor Gong Youngmin) announced on August 26 that it will launch the "365 Citizen Communication Phone," a direct communication channel between the governor and all residents, to strengthen engagement with citizens and gather a wider range of on-the-ground opinions. The service will begin operation on September 1.
The "365 Citizen Communication Phone" is a 24-hour, always-on communication system that allows any resident to freely send suggestions, proposals regarding county policies, or personal concerns via text message at any time and from anywhere. The governor personally reviews the messages, instructs the relevant departments to review and take action, and provides a response via text within two days.
Previously, the county has operated various complaint reception channels such as "Suggestions to the Governor." The new "365 Citizen Communication Phone" is expected to further strengthen direct communication with the governor and serve as an open channel accessible at any time, regardless of time or place.
In particular, the communication phone will be available 24 hours a day, 365 days a year, and is exclusively for text messages. To prevent misunderstandings and confusion, the county has produced a custom call connection tone to inform users in advance about the purpose and intent of the service.
Once a message is received, the governor personally reviews its content and instructs the relevant department to examine it, with the principle of responding within two business days. However, for messages received at night, on weekends, or on holidays, a reply will be provided on the next business day. For matters requiring extended review, the department will directly update the sender on the progress.
Additionally, the county has stated that inappropriate messages, such as those containing slander, profanity, defamation, political motives, or commercial advertisements, will be deleted or left unanswered.
Governor Gong Youngmin stated, "The 365 Citizen Communication Phone is an open communication channel that allows any resident to easily convey their opinions about county administration directly to the governor. I will personally review all submissions and respond promptly to reduce inconvenience for residents and actively incorporate policy suggestions into county governance." He added, "We will continue to make communication with residents a part of daily life and strive to ensure that kindness and integrity become the brand of Goheung County."

Meanwhile, to further enhance communication with residents, the county is also pursuing various on-site administrative initiatives, such as attending joint meetings with village leaders and women's association heads, walking among residents during the morning commute, and using the bus to visit different neighborhoods.
