Strengthening Citizen Participation in Administration
Through Civil Complaint and Policy Real-Name Systems,
and Operation of the Public Architecture Advisory Group
Nonsan City in South Chungcheong Province is actively pursuing trust-based policies in collaboration with its citizens through administration grounded in 'responsibility and transparency.'
Going beyond simple administrative execution, the city has established a system that allows citizens to verify and participate in every stage of policy implementation, aiming to further enhance the transparency and accountability of municipal governance.
According to the city on August 25, Nonsan is realizing citizen-centered administration through systems such as the Civil Complaint Real-Name System, the Policy Real-Name System, and the operation of a Public Architecture Quality Advisory Group.
Public officials handle civil complaints under their own names and responsibility, policies are disclosed from the planning stage through to results, and public facilities are ensured for safety and quality through expert consultation.
The Civil Complaint Real-Name System increases public trust by disclosing the names of responsible officials from the receipt to the processing and response stages of civil complaints.
Mayor Baek Seonghyeon emphasized, "The Civil Complaint Real-Name System is a promise that public officials will fulfill their responsibilities in front of citizens," expressing his commitment to delivering administration that resonates with the public.
The Policy Real-Name System also enhances transparency by clearly disclosing the persons in charge and those responsible for major projects.
The city recently selected 32 projects, including those aimed at improving resident welfare and involving large-scale budgets, as key management targets. Through the National Policy Real-Name Application System, a framework has been established so that policies desired by citizens can be prioritized for management.
In addition, the 'Public Architecture Quality Advisory Group,' launched this year, incorporates expert consultation at every stage from planning and design to construction and maintenance, aiming to prevent defects and ensure safety.
This is expected to improve both the efficiency of budget execution and the overall quality of public architecture.
The city plans to further enhance administrative credibility by expanding communication and citizen participation throughout the policy implementation process.
