Gwanak District Achieves Top Grade for Three Consecutive Years in Joint Government Evaluation
Outstanding Achievements in Environmental Improvement and Administrative Efficiency
Gwanak District in Seoul (Mayor Joonhee Park) has achieved the highest rating, "Grade 1," among all autonomous districts in Seoul in the "2025 Joint Government Evaluation" organized by the Ministry of the Interior and Safety, marking the third consecutive year it has received the top grade.
The Joint Government Evaluation is a system in which the Ministry of the Interior and Safety assesses the administrative capacity of local governments by evaluating their performance in delegated national tasks, projects subsidized by the national treasury, and major national policies across 17 provinces and metropolitan cities. Based on these results, the Seoul Metropolitan Government evaluates its 25 autonomous districts using 50 quantitative indicators and 9 effort-related indicators to determine the final grades.
This year, Gwanak District stood out in the areas of "environmental improvement" and "administrative efficiency." The district received high marks for its greenhouse gas reduction target achievement rate, the amount of recyclable resources sorted per resident, and the reduction rate of energy consumption in public offices. In addition, its administrative execution was recognized, including requests for social service personnel in the health and welfare sector.
In particular, Gwanak District achieved a perfect score in the "effort evaluation" through systematic management of indicators, such as establishing tailored measures for each indicator and holding progress review meetings. The effort evaluation encompasses the discovery of exemplary policy cases, the establishment of evaluation preparation plans, progress review meetings, and training for responsible staff.
Taking this evaluation as an opportunity, the district plans to analyze the causes of underperformance in indicators that did not meet their targets and develop improvement measures, while also continuing to identify exemplary policy cases in preparation for next year’s Joint Government Evaluation.
