Hanam City Strengthens Communication Facility Management in Medium and Large Buildings... Implements "Maintenance Manager System"
Hanam City in Gyeonggi Province (Mayor Lee Hyunjae) has strengthened the management standards for communication facilities in medium- and large-sized buildings by implementing the "Appointment System for Information and Communication Facility Maintenance Managers."
According to Hanam City on August 14, the city has been operating the "Appointment System for Information and Communication Facility Maintenance Managers" following the enforcement of the revised Enforcement Rules of the Information and Communications Construction Business Act, which has made it mandatory to appoint maintenance managers for information and communication facilities in large buildings since July 19.
The core of this system is to require large buildings to appoint maintenance managers for information and communication facilities, ensuring that essential communication infrastructure such as internet, telephone, and broadcasting is regularly inspected and maintained by professionals.
The goal is to prevent inconvenience to citizens caused by fires, power outages, or communication failures, and to establish a safe communication environment.
The scope of application will gradually expand based on the total floor area of buildings. Currently, the system applies to buildings with a total floor area of 30,000 square meters or more. Buildings with a total floor area between 10,000 and 30,000 square meters will be included from July 19, 2026, and those between 5,000 and 10,000 square meters from July 19, 2027.
To become a manager, one must possess the appropriate qualification level (from beginner to expert) according to the building size, and must complete at least 20 hours of "Information and Communication Facility Maintenance Manager Training" recognized by the Ministry of Science and ICT.
Building owners or managers must appoint a manager within 30 days from the enforcement date of the system, and must report the appointment to the Information and Communications Division of Hanam City Hall within 30 days of appointment.
The appointed manager is required to conduct facility inspections at least once every six months and performance tests once a year. Failure to comply may result in a fine of up to 3 million won.
However, to minimize confusion during the initial implementation of the system, the city has decided to defer the imposition of fines for failure to appoint or report a manager until January 18, 2026.
