Jeonnam Province Accepting Additional Applications for Youth Culture Welfare Card
Until the 31st: 250,000 won per person
For those aged 19 to 28 who have lived in Jeonnam for at least two years
Jeonnam Province is accepting additional applications for the 'Youth Culture Welfare Card' support program, which provides support for local youth's cultural and leisure activities, until August 31.
The eligible applicants are young people aged 19 to 28 (born between 1997 and 2006) who have had their registered address in Jeonnam for at least two years as of August 1, 2023. Each individual will receive 250,000 won per year.
Those who did not apply for the Culture Welfare Card in 2025, as well as new eligible individuals as of August 1, can apply and receive benefits again if they meet this year's criteria, even if they received support last year.
Applicants residing in cities can apply online through Gwangju Bank, while those living in counties can apply via the Nonghyup Card website. It is also possible to apply in person at the local community service center (eup, myeon, or dong) corresponding to the address on the resident registration.
Yoon Yeonhwa, Director of Population and Youth Immigration at Jeonnam Province, stated, "The Jeonnam Youth Culture Welfare Card program is revitalizing youth cultural and leisure activities and having a positive impact on the local cultural industry," and added, "We hope many young people will apply to help bridge the gap in cultural activities among local youth."

The Jeonnam Youth Culture Welfare Card has been implemented since 2022 to expand cultural enjoyment opportunities and support self-development for young people. It is the nation's first policy to provide up to 2.5 million won in cultural welfare support over ten years to youth without any income criteria. Through this program, young people can enjoy a variety of cultural and welfare benefits, including attending performances, enrolling in academies, purchasing books, and using sports facilities.
