Top Incheon Policy Chosen by Citizens: "3,000-Won Round-Trip" Coastal Ferry Service
Among Incheon City's major policies, the one with the highest level of public preference was found to be the "Incheon I-Bada Pass," which lowered coastal passenger ferry fares to the level of city bus fares.
According to Incheon City on August 5, a survey of 12,758 people conducted last month through a portal site revealed that among the city's top 10 major policies (achievements), the Incheon I-Bada Pass received the highest score of 4.51 out of 5 points.
This year, the city implemented the "Incheon I-Bada Pass" project, which, for the first time in the country, reduced coastal passenger ferry fares to 3,000 won for a round trip (1,500 won one-way). The eligible ferries operate on 14 routes connecting the Incheon mainland and 25 islands, with a total of 16 vessels (excluding the Incheon-Pungdo route). The discounted fare is automatically applied when booking online or purchasing tickets at the terminal, with no separate application process required.
For residents of other cities and provinces, the subsidy for regular fares, which was 50% until last year, was expanded to 70%, allowing them to use Incheon coastal passenger ferries by paying only 30% of the fare.
Respondents also gave high ratings to the opening of the Incheon Subway Line 1 Geomdan extension (4.33 points), the "I-Plus Gilreudream" policy that expands annual childcare hours (4.32 points), the city ranking first in birth rate and real economic growth rate (4.29 points), the promotion of undergrounding the Gyeongin Expressway and Gyeongin Railway (4.28 points), and the "I-Plus Jipdream" (Thousand-Won Housing, 4.26 points) policy for newlywed couples' housing.
This was followed by the "3 Million Citizens, 100 Trillion Won Economy" policy for making Incheon Korea's second-largest economic city (4.24 points), the "I-Plus 1 Eokdream" policy for achieving the highest nationwide increase in the number of newborns (4.24 points), the launch of a new administrative system in July 2026 (4.11 points), and the "I-Plus Ieodream, I-Plus Maeteodream" policy supporting the journey from meeting to marriage (3.85 points).

The survey results showed that transportation policies received broad support across all age groups, while welfare and daily life-oriented policies were particularly favored among people in their 30s and 40s.
