Gwangju Urban Corporation Launches Energy Self-Sufficient Industrial Complex in Cheomdan 3 District
Selected as Preferred Bidder in the General Hydrogen Power Generation Market
Gwangju Urban Corporation announced on August 4 that the fuel cell power generation project, which was promoted through an agreement between the public sector and the Topsolar Consortium to establish an energy self-sufficient industrial complex in the Cheomdan 3 District, has been selected as the preferred bidder in the 2025 general hydrogen power generation market competitive bidding.
This project aims to create an energy self-sufficient industrial complex by installing a fuel cell power plant within the Cheomdan 3 District industrial complex, enabling the production and consumption of energy within the complex itself.
Fuel cell power generation is a system that produces electricity through electrochemical reactions and is considered an eco-friendly power source, as it generates almost no environmental pollutants such as nitrogen oxides and sulfur oxides.
In the first phase, two fuel cell power plants with capacities of 9.68MW and 8.8MW will be constructed in the Cheomdan 3 District industrial complex. After completion in 2027, they are scheduled to operate for 20 years.
The annual power generation is expected to reach 142GWh, which is enough to supply electricity simultaneously to approximately 48,000 households in Gwangju. It is also expected to contribute to supplying thermal energy to apartment complexes within Cheomdan 3 District and to reducing greenhouse gas emissions.
In addition, a citizen fund will be established for Gwangju residents, allowing participating residents to share in the profits. The corporation expects this to present a financial model for sustainable energy transition.

Kim Seungnam, President of Gwangju Urban Corporation, stated, "As we have been selected as the preferred bidder for the fuel cell power generation project, we will do our utmost to create jobs and revitalize the local economy," and added, "We will take the lead in improving Gwangju's energy self-sufficiency rate and realizing Gwangju as a carbon-neutral, energy self-sufficient city by 2045."
