Automatic Detection, Recording, and Rapid Recovery Support for CCTV Failures
The 'Region-Specific CCTV Communication Management System,' independently developed by Gangseo-gu, Seoul (District Mayor Jin Kyohoon), has been selected as an outstanding project at the '2025 Disaster and Safety Management Job Invention Contest' hosted by the Ministry of the Interior and Safety.
This contest was held to discover creative ideas that can be applied in disaster and safety management sites, targeting public officials from local governments nationwide. Out of 206 submissions, 5 were ultimately selected as outstanding projects.

View original imageGangseo-gu's 'Region-Specific CCTV Communication Management System' is a system that automatically detects and immediately notifies administrators of communication failures in closed-circuit (CC)TVs within the district. It was developed to prevent issues where missing CCTV footage during incidents or accidents could hinder on-site verification and post-incident response.
This system periodically sends signals to the IP address of each CCTV to check for responses, automatically detecting any failures. In the event of a failure, it automatically records the time, location, and IP address, and immediately notifies the administrator. It provides statistics and graphs on the status and rate of failures, enabling administrators to quickly identify issues and respond promptly.
In particular, since it is built on an Excel macro base, it can be established and operated without purchasing separate commercial software. It can also be easily modified and applied according to the specific circumstances of each region, resulting in high field applicability and significant cost savings.
With the number of CCTV installations continuously increasing, the district plans to enhance the reliability of securing CCTV footage and strengthen its capabilities in crime prevention and incident response through rapid recovery in case of failures using this system.
Moon Byunggil, the safety management officer at Gangseo-gu who proposed and developed this project, stated, "Missing footage due to CCTV failures can directly limit our ability to respond to incidents, so we focused on minimizing this issue." He added, "I hope this system will be expanded nationwide and contribute to strengthening public safety."
The five outstanding ideas selected this time will receive support for patent applications, and the patent rights will be attributed to the respective local governments. Awardees will receive a Minister of the Interior and Safety Award and a prize of 1 million KRW. The award ceremony will be held at the Disaster Safety Expo in September, and the winning ideas will be promoted at the government exhibition hall and supported for nationwide dissemination.
