Busan City to Develop 'East Busan E-Park Phase 2' Industrial Complex in Jang-an-eup with Residential, Educational, Cultural, and Commercial Facilities

The city of Busan will establish the 'East Busan E-Park (Phase 2) General Industrial Complex' with a scale of 1.14 million square meters in the Jang-an-eup area of Gijang-gun. The strategy is to respond to future industrial demand such as secondary batteries and power semiconductors, and to build a self-sustaining industrial ecosystem based on the 'work-live-enjoy' concept.
On July 9, Busan City officially announced the designation plan for the industrial complex. For the new complex, the city underwent demand verification by the Ministry of Land, Infrastructure and Transport and obtained approval from the Industrial Location Policy Deliberation Committee.
The planned site covers Giryong-ri, Ori, and Jwadong-ri in Jang-an-eup, Gijang-gun. Along with the industrial complex, a 'support complex' of approximately 270,000 square meters will also be developed. The support complex will include about 1,900 apartment units, as well as educational, cultural, and commercial facilities, to provide a residential environment for workers. Up to 50% of the apartment units will be specially allocated to employees of companies moving into the complex.
Currently, Jang-an-eup is home to about 411 companies and over 10,000 workers across nine industrial complexes. By the end of the year, the Southeast Radiation Medical Science General Industrial Complex is scheduled for completion, which is expected to create significant demand for additional personnel. However, there have been ongoing concerns that most of the industrial complexes are located far from the city center, leading to transportation and housing challenges that limit the influx of younger workers.
The city plans to use this new industrial complex as an opportunity to secure both transportation and living infrastructure, thereby creating a virtuous cycle of industrial complex revitalization and workforce inflow. The support complex will be built near the Jang-an Residential Development District, about 3 kilometers south of the industrial complex.
The project cost is estimated at approximately 706.6 billion won and will be carried out through a private special purpose company (SPC) method. The city plans to expedite the related administrative procedures, aiming to start compensation in 2026 and complete construction by 2029.

Mayor Park Hyungjoon emphasized, "If a self-sustaining industrial complex based on the 'work-live-enjoy' concept is established, it will create synergy with the designation as an Opportunity Development Zone and the expansion of industrial water infrastructure, and help attract leading domestic and international companies as well as high-quality jobs. We will focus on improving the quality of life for industrial complex workers and creating an environment where young talent can stay."
