Goyang to Drive Global Content Industry Growth with 'IP Convergent Content Cluster'
Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) is taking a proactive approach to the rapidly changing global content industry landscape by focusing on intellectual property (IP), and is accelerating the creation of a convergent content ecosystem.

Experts from industry, academia, government, and research institutions gathered in one place to present a future vision of establishing a "global IP convergent content business hub," and proposed strategies and action plans for the transformation of the content industry.
Currently, Goyang is home to 2,394 content companies, recording annual sales of approximately 1.9 trillion won, making it a leading content industry city in Gyeonggi Province. The city ranks first in the province in the broadcasting, video, and publishing sectors. It also boasts excellent infrastructure, including 869 artists, a broadcasting and video valley where major broadcasters such as EBS and JTBC and production facilities are concentrated, proximity to Seoul Sangam within 20 minutes, and access to Incheon and Gimpo Airports within 30 minutes.
In addition, the city is moving forward with the establishment of the "IP Convergent Content Cluster," with a total project cost of 28.2 billion won and a target completion year of 2027. This cluster will serve as a complex hub supporting the entire content lifecycle, from IP planning and creation to commercialization and distribution, and is expected to become the central axis of Goyang's content industry ecosystem.
Furthermore, through connections with major projects such as Ilsan Technovalley, Broadcasting and Video Valley, and Goyang Media Culture Complex, the city is implementing a convergent content city model that integrates creation, production, and experience, with expectations of creating approximately 80,000 jobs.
Going forward, the city plans to gradually implement strategies based on the cluster, including supporting the global expansion of outstanding local IPs, integrating advanced technologies such as AI and XR, building a collaborative ecosystem where creators and companies grow together, and expanding global distribution and investment networks. Through these efforts, the city aims to strengthen the self-sufficiency and competitiveness of content companies and foster Goyang as a key global hub city for the IP-based content industry.
