Yangju City Launches Full-Scale Reorganization of Growth Management Plan Zones
Preventing Indiscriminate Development in Non-Urbanized Areas at Risk of Haphazard Growth
Yangju City in Gyeonggi Province announced on June 18, 2025, that it will re-examine the validity of the "Growth Management Plan" established in 2024 and will actively promote the "Reorganization of Growth Management Plan Zones in Yangju City" to systematically manage non-urbanized areas.
As part of this reorganization, the city also plans to actively conduct promotional activities to enhance residents' understanding and participation.
The "Growth Management Plan Zone" refers to areas designated to prevent indiscriminate development and to encourage planned development in non-urbanized regions where there are concerns about haphazard growth.
In January 2024, Yangju City designated a total of 331 locations, covering an area of 38.42 square kilometers, as Growth Management Plan Zones and completed the planning for these areas.
This reorganization will review several aspects, including the reestablishment of classification criteria for zone types reflecting local characteristics, plans for expanding infrastructure, architectural plans such as the layout and form of buildings, environmental conservation and landscape management measures, and the overall guidelines for establishing the Growth Management Plan.
Yangju City specifically stated that it will broadly collect residents' opinions to enhance the effectiveness of the plan.
To this end, on June 16, the city provided information about the purpose of the project and major changes during a village leader meeting held at the Eunhyeon-myeon Administrative Welfare Center, and added that it will continue its outreach through sequential explanatory sessions in each eup, myeon, and dong.
Additionally, the city emphasized that it will strengthen communication with the local real estate industry by distributing promotional materials to the Yangju branch of the Korea Association of Realtors.

Kang Suhyeon, Mayor of Yangju City, stated, "We will actively reflect residents' opinions so that the reorganization of the Growth Management Plan can bring positive changes to citizens' lives," adding, "The final plan is scheduled to be announced in the second half of 2025."
