The Related 'Ordinance Bill' Passes City Council Plenary Session
Provisions Include Worker Training and Infectious Disease Prevention Programs
The amended version of the "Ordinance on Support for Social Welfare Corporation Facilities in Gwangju," proposed by Park Mijeong, a member of the Gwangju City Council (Democratic Party of Korea, Dong-gu District 2), passed the plenary session on June 16.
This ordinance aims to establish a legal basis for supporting social welfare corporation facilities with public interest, to improve the quality of services, and to build a robust welfare safety net.
The ordinance includes provisions for establishing support plans, conducting surveys on current conditions, supporting psychological counseling, morale boosting, and training for workers, providing assistance to prevent the spread of infectious diseases, and promoting environmental improvements.
Social welfare corporation facilities are nonprofit organizations that provide welfare services for socially vulnerable groups such as the elderly, people with disabilities, and children, and they operate solely for public welfare purposes. In particular, under the Social Welfare Services Act, if a social welfare corporation is dissolved, any remaining assets must be transferred to the state or local government, thereby strengthening their public nature.
Currently, social welfare corporation facilities face difficulties in stable operation due to a combination of issues, including low compensation, poor working conditions, and a shortage of staff.
Park emphasized, "Social welfare corporation facilities are a core infrastructure supporting regional public welfare," and added, "With the enactment of this ordinance, I hope it will serve as a starting point for resolving the instability in the operation of welfare facilities and for improving the quality of welfare services."
