According to Seo-gu on May 29, this manual covers the entire process from planning and design to construction and maintenance. It organizes administrative procedures based on legal regulations into a checklist format, enabling practitioners to carry out all essential steps without omission, even those that are easily overlooked.

Dr. Noh Sungyeol (member of the Gwangju Metropolitan City Technical Review Committee and the Ministry of Land, Infrastructure and Transport Central Building Accident Investigation Committee), who participated as an advisor for the manual, evaluated it as "highly complete, based on practical experience, and at a level that other local governments can also refer to."
Han Kyunghee, head of the Architecture Division at Seo-gu Office, stated, "This manual is expected to play a major role not only in securing budget efficiency but also in improving the quality of public facilities and strengthening post-maintenance. We will continue to supplement and revise it by reflecting on-site feedback and changes in legal regulations."
