Seo-gu in Gwangju (headed by District Mayor Kim Ikang) has published the "Technical Support Manual for Public Building Construction Projects."

According to Seo-gu on May 29, this manual covers the entire process from planning and design to construction and maintenance. It organizes administrative procedures based on legal regulations into a checklist format, enabling practitioners to carry out all essential steps without omission, even those that are easily overlooked.

Notably, the manual includes the "building maintenance" stage, which is not addressed in manuals from other local governments. This ensures both expertise and sustainability in post-construction management.

Public building projects involve complex procedures, and if the person in charge is not a specialist, mistakes or project delays can occur. Seo-gu analyzed repeated practical experiences and case studies of problems to develop a practice-oriented manual that covers the entire life cycle of public buildings.

The manual clearly specifies the responsible party at each stage of project implementation, allowing practitioners to systematically carry out their tasks. It is organized according to the administrative flow, from the initial planning stage of the project to post-completion maintenance.

Dr. Noh Sungyeol (member of the Gwangju Metropolitan City Technical Review Committee and the Ministry of Land, Infrastructure and Transport Central Building Accident Investigation Committee), who participated as an advisor for the manual, evaluated it as "highly complete, based on practical experience, and at a level that other local governments can also refer to."

Han Kyunghee, head of the Architecture Division at Seo-gu Office, stated, "This manual is expected to play a major role not only in securing budget efficiency but also in improving the quality of public facilities and strengthening post-maintenance. We will continue to supplement and revise it by reflecting on-site feedback and changes in legal regulations."
