Yongin City to Establish 'Zero Defects' System for Public Building Construction
Improvement Measures Prepared for All Stages Including Planning, Design, Construction, and Completion

Yongin City in Gyeonggi Province is launching a new system aimed at achieving zero defects in public buildings.
On May 28, Yongin City announced that it will fully implement the "Go Quality·Stop Defects" initiative to reduce defects in public buildings such as libraries, welfare facilities, and sports centers. The city explained that it will apply customized improvement measures at each stage throughout the entire construction process of public buildings, including planning, design, construction, and completion.

View original imageDuring the planning stage, a task force (TF) team will be formed to facilitate collaboration among relevant departments, ensuring that the opinions of multiple departments are reflected to secure effective building plans. In the design stage, in addition to the existing consultations focused on architecture and structure, experts in facility systems will also participate. Furthermore, the city will expand the involvement of public architects throughout the entire design process to ensure professional and well-balanced design proposals.
In the construction stage, the city will establish a system that allows for real-time monitoring of construction quality and accountability even after completion. To achieve this, Yongin City will independently create a "Public Building Construction Video Record Management Manual." Starting next month, this manual will be applied to public construction sites with a total project cost of 10 billion KRW or more. Videos documenting key processes and construction stages will be used to determine responsibility in the event of defects or as maintenance reference materials.
To minimize defects discovered after completion, the city will introduce a quality inspection team, similar to those used for apartment complexes, for public buildings as well. The quality inspection team, composed of experts in architecture, construction, and electrical fields, will conduct on-site inspections a total of three times: upon completion of the framework, two months before completion, and three months after completion, to verify construction quality.
