Kwon emphasized, "This place, where the Guro Industrial Complex has been transformed, is known as the starting point of the progressive party with the Guro Alliance Strike, and it is also where the Democratic Labor Party headquarters is currently located. About 150,000 workers commute to Guro Digital Complex, and most of them are employed by small and medium-sized enterprises."

Kwon is the only candidate from a progressive party and was selected by the Grand Social Transition Presidential Alliance, which consists of the Justice Party, Labor Party, Green Party, and civil society organizations. The Justice Party earned the right to participate in televised debates by securing more than 3% of the vote in the 2022 local proportional council elections. Kwon, a former dismissed worker from Poongsan Metal, passed the bar exam in 1999 and has been actively involved in labor issues, including serving as legal counsel for the Ssangyong Motor mass layoffs and as head of the investigation team for the Guui Station Kim incident. His main campaign pledges include: ▲ electoral system reform ▲ amendments to Articles 2 and 3 of the Trade Union Act ▲ a 1 million won minimum citizen income ▲ introduction of a super-wealth tax on the top 0.1% ▲ enactment of a comprehensive anti-discrimination law ▲ alternative legislation for abortion laws ▲ legalization of same-sex marriage ▲ and a refugee law that respects human rights.
