Gangnam District to Conduct Comprehensive Survey of Facilities Subject to Traffic Congestion Charge Until Next Month
Aiming for Greater Accuracy in Levying Charges
Survey to Cover 8,795 Facilities
Gangnam District in Seoul will conduct a comprehensive survey of 8,795 facilities subject to the traffic congestion charge from May 7 to June 30, spanning approximately two months. This is the largest survey among all districts in Seoul and serves as a preliminary step for the imposition of the 2025 regular traffic congestion charge.
The traffic congestion charge is imposed annually in October on owners of non-residential facilities with a total floor area of 1,000 square meters or more, in accordance with Article 36 of the Urban Traffic Readjustment Promotion Act. The charge is calculated by multiplying the total floor area of each floor by the unit charge and the traffic generation coefficient. The funds collected are used for the construction of parking lots, expansion of transportation facilities, and improvement of public transportation projects.
This survey will be based on the imposition reference date of July 31, 2024, and will examine the operational status of facilities from August 1, 2024, to July 31, 2025. Gangnam District will deploy 15 surveyors to conduct on-site inspections, checking actual usage, whether there have been extensions or renovations, non-use (vacancy) due to demolition or business closure/suspension, and whether exempted facilities are being used for purposes other than those for which they are exempt. Guidance on the traffic congestion charge system and corporate transportation demand management system will also be provided in parallel.

Gangnam District Mayor Cho Sungmyung stated, "This comprehensive survey is a procedure to ensure the fair and accurate imposition of the traffic congestion charge," adding, "The traffic congestion charge will be used as a source of funding for the construction of parking lots, expansion and operational improvement of transportation facilities, and improvement of public transportation projects."
