Minister Yoo Sangim Requests Legal Review on SK Telecom Termination Penalty Waiver
Answer Given at the National Assembly Science and ICT Committee Hearing on the 30th
Minister of Science and ICT Yoo Sangim stated that she has requested legal reviews from multiple law firms regarding the possibility of SK Telecom waiving termination penalties for subscribers in light of the recent hacking incident.
On April 30, Minister Yoo appeared as a witness at the National Assembly’s Science, ICT, Broadcasting and Communications Committee’s “Hearing on Broadcasting and Telecommunications, including YTN,” where she made these remarks. When Lee Hoonki, a member of the Democratic Party of Korea, asked about the waiver of SK Telecom’s termination penalties, Minister Yoo responded, “This morning, I commissioned three law firms. I have not yet received a response.”
Earlier in the day, committee members also argued during questioning of SK Telecom CEO Yoo Youngsang that the company should offer a penalty waiver for subscribers wishing to terminate their contracts due to hacking concerns. When Representative Lee asked, “If the Ministry of Science and ICT, which is responsible for reviewing SK Telecom’s terms and conditions, finds no legal issues, will you proceed with the waiver?” CEO Yoo replied, “If the legal review finds no problems, we will move toward abolishing the penalty.”

However, CEO Yoo repeatedly emphasized that, in addition to the ministry’s legal review, a comprehensive internal review by SK Telecom is also necessary.
