Kim Dongyeon’s First Statement Upon Returning to Office on the 29th: "Passage of the Livelihood Supplementary Budget in June"
Gyeonggi Province Governor Dongyeon Kim held an emergency executive meeting as his first official schedule upon returning to gubernatorial duties, announcing plans to push for the passage of the livelihood supplementary budget bill at the regular session in June. He also called for the seamless promotion and completion of major provincial administration tasks, including responses to the U.S. Trump tariff crisis, the climate crisis, and the prevention of safety accidents. In particular, he emphasized cooperation with the provincial council, promising that important provincial matters would undergo sufficient prior consultation with the council.
On the 29th, Governor Kim convened a provincial administration inspection meeting at the Gyeonggi Provincial Government building, where he reviewed the response and recovery status for major disasters and checked the progress of key initiatives under the 8th popularly elected administration. The meeting was attended by Administrative Vice Governor Kim Sungjung, Administrative Special Advisor Lee Sung, as well as directors and department heads.
Governor Kim began by saying, "While I was away from the office for a short time due to political commitments, I deeply appreciate the hard work of the provincial executives and staff. I was not away the whole time; even during the Gwangmyeong tunnel collapse and the Goyang ground subsidence incidents, I visited the sites amid my political schedule, and during my visit to Jeonju, I also discussed mutual cooperation with the North Jeolla Province governor, with whom Gyeonggi Province has an agreement. I did not neglect provincial administration."
He continued, "Now, I will fully resume my responsibilities, ensure that ongoing tasks proceed without delay, and see to the completion of those that need to be wrapped up," making several requests.
First, he said, "We are working on the livelihood supplementary budget. Given the difficult economic situation, I ask the Policy Planning Office to actively promote the payment of livelihood recovery support funds, including local currency, and to ensure sufficient prior consultation with the provincial council in the process. Not only for the supplementary budget, but for all important matters, please make sure to go through thorough prior consultation with the council to demonstrate cooperative governance. For the supplementary budget, I request that all departments work together to ensure its passage at the June council session."

View original imageHe added, "Export companies are likely very concerned about tariffs imposed by President Trump in the United States. Please have the Economic Affairs Office examine what support can be provided."
He also noted, "Recently, there were casualties in the Gwangmyeong tunnel collapse and the Goyang ground subsidence incidents, and coincidentally, the provincial council has just passed a related ordinance. Please have the Fire and Disaster Headquarters and the Safety Management Office thoroughly review measures to prevent underground safety accidents in advance, as well as other potential safety accidents."
Additionally, he stated, "Recently, the United Nations selected 11 climate leaders, and thanks to Gyeonggi Province's active administration, one of those leaders was chosen from our province. Among Gyeonggi Province's new climate crisis initiatives, climate insurance enrollment and contract signing began in April. As this is the first such policy in Korea, I hope it will spread widely."

Meanwhile, the meeting covered the following topics: the status of support for victims of a fighter jet misfire, the response to the collapse at the Sinansan Line subway construction site, the response of special judicial police to leaflet launches to North Korea by families of abductees, as well as reviews of major provincial initiatives such as Gyeonggi Climate Insurance, the construction of the Gyeonggi Province Independence Memorial Hall, and the signing of responsible contracts by public institutions.
