43 Public Institutions Receive 'Highest' Rating in Win-Win Growth Evaluation

Win-Win Growth Culture Spreads Among Public Institutions
As a result of the Win-Win Growth Evaluation conducted for 134 public institutions, 43 institutions received the highest rating.
On April 21, the Ministry of SMEs and Startups announced the "2024 Win-Win Growth Evaluation Results for Public Institutions," which included these findings. Since 2007, the government has evaluated the win-win growth activities of public institutions with small and medium-sized enterprises (SMEs) in order to spread a culture of mutual growth throughout the corporate ecosystem by encouraging public institutions to take a leading role. The results are announced in five grades: highest, excellent, good, average, and needs improvement.
This year’s evaluation covered 134 public institutions. Of these, 43 institutions were rated as highest, 30 as excellent, 29 as good, 14 as average, and 18 as needs improvement. The Ministry of SMEs and Startups explained that 73 institutions, or 54.5%, received a rating of excellent or higher, and that the overall level of win-win growth among public institutions is improving, as evidenced by 33 institutions moving up in grade.
Additionally, eight institutions achieved the highest grade for the first time since participating in the evaluation, and the number of institutions rated highest for two consecutive years increased from 20 last year to 29 this year, indicating an expansion of public institutions leading win-win growth.
Outstanding examples among the top-rated public institutions include Korea South-East Power, which supported the export of products from small and medium-sized partner companies in the power generation sector by installing SME products such as power plant equipment on a trial basis at overseas power plants, including the Nghi Son Power Plant in Vietnam, and by organizing export consultation sessions between 17 SMEs and overseas buyers to help them explore new overseas markets. The Korea Institute of Marine Science and Technology Promotion contributed to revitalizing the regional startup ecosystem by supporting the establishment of 22 local startups through its marine and fisheries startup support center, including the development of a Tongyeong oyster meal kit, attracting a total of KRW 13.5 billion in direct and follow-up investment, and achieving KRW 8 billion in sales.

The results of this evaluation will also be reflected in the management evaluations of public institutions, so that public institutions with excellent win-win growth records will be given preferential treatment in management assessments. Oh Youngju, Minister of SMEs and Startups, stated, "The leading role of public institutions in win-win growth with SMEs is being strengthened," and added, "Through initiatives such as the Win-Win Honors Project, we will spread outstanding public institution cases throughout the corporate ecosystem and actively support these cooperation models so that they can grow and develop."
