Momentum for the Multipurpose Storage Facility Project Accelerates
Gijang County (Governor Jung Jongbok) announced on the 10th that the 'Stormwater Runoff Reduction Facility Installation Project' at Jeonggwan Central Park has recently passed the Ministry of the Interior and Safety's central investment review, accelerating the project's progress.
This project is a key initiative of the county, aimed at preventing flood damage and alleviating parking shortages in the Jeonggwan Central Park area. A total project budget of 47.8 billion KRW (27.8 billion from national and city funds, 20 billion from the county budget) will be invested. The main plan is to construct a two-story underground multi-purpose storage facility within Jeonggwan Central Park, which will store rainwater during heavy rainfall and utilize the first basement floor as a parking lot.
The Jeonggwan Central Park area is prone to flooding due to the increase in impervious surfaces from rapid urbanization and its geographical location adjacent to a river. Additionally, the lack of parking spaces around the park and nearby commercial areas has been a persistent issue.
In response, the county has been promoting the construction of the storage facility in Jeonggwan Central Park in connection with the 'Stormwater Runoff Reduction Facility Installation Public Project' hosted by the Ministry of the Interior and Safety. Since 2023, the county has conducted a stormwater runoff reduction plan study, held resident briefing sessions on the storage facility installation, and carried out preliminary consultations with the Ministry of the Interior and Safety and Busan City. In April 2024, the project site was finally selected by the Ministry of the Interior and Safety.
Starting with the approval from the central investment review, the county plans to expedite the basic and detailed design services and all related administrative procedures for an early start of construction. In particular, the county will actively gather residents' opinions during the project implementation process to create a more comfortable and safe multi-purpose facility.
In the future, the storage facility will be built on the second basement level of Jeonggwan Central Park, with the capacity to store approximately 37,500 square meters of rainwater. It will serve as a disaster prevention facility to prevent the overflow of Jwagwangcheon Stream and protect the area from flood damage.
Additionally, the county will create a public parking lot with about 120 spaces on the first basement level to address parking shortages in the surrounding areas. As Jeonggwan Central Park is already used as a leisure space by residents, the new parking lot is expected to greatly improve convenience for park users. Furthermore, walking paths and sports facilities will be established above the storage facility, creating an eco-friendly space so that residents can conveniently use the park at all times.

Jung Jongbok, Governor of Gijang County, stated, "The stormwater runoff reduction facility installation project at Jeonggwan Central Park will be developed as a multi-purpose facility that goes beyond simple flood control, taking into account the convenience of residents' daily lives," and added, "We will continue to do our best to provide a safe and convenient environment for residents, protecting them from natural disasters."
