Strengthening Disaster Safety Capabilities for National Core Infrastructure in the Era of Complex Disaster Risks Expected
Korea National Oil Corporation (President Kim Dongseob) signed a 'Business Agreement for Disaster Safety Cooperation' with Korea Midland Power (President Lee Youngjo) on the 28th.

View original imageThe purpose is to establish a model of exemplary cooperation in disaster safety between public energy institutions operating national core infrastructure facilities and to contribute to enhancing the level of national disaster safety management.
Recently, the supply chain crisis caused by uncertainties in the global energy market has intensified, and there has been an increase in large-scale fires, heavy rainfall, cold waves, heat waves, and other natural disasters. Furthermore, the risk of complex disasters involving multiple types of disasters is also growing. The integrated and proactive disaster response capabilities of public energy institutions have become more important than ever.
Accordingly, the two organizations have agreed to establish a leading cooperation model in disaster safety management, strengthen disaster safety capabilities, protect the lives and property of the public, and contribute to a stable energy supply.
In particular, Korea National Oil Corporation’s Seosan branch and Korea Midland Power’s Chungcheong Regional Generation Headquarters are geographically adjacent, enabling swift mutual support and practical cooperation based on the local community in the event of a disaster, thus maximizing the synergy effect.
Through this agreement, the two organizations plan to jointly promote practical and sustainable cooperation measures, including: ▲ regular exchange of technology, policy, and experience related to disaster safety ▲ establishment of joint safety inspection systems and crisis response drills ▲ building a mutual support system in the event of a disaster ▲ sharing disaster safety information and best practices.
Both organizations operate national core energy infrastructure facilities designated by the government, such as oil and electricity. Korea National Oil Corporation stores about 100 million barrels of strategic oil reserves at nine oil storage bases nationwide, while Korea Midland Power operates domestic power plants, supplying 8% of the country's electricity. Therefore, the cooperation model between the two organizations is expected to greatly contribute to enhancing the level of national disaster safety management.
Kim Dongseob, President of Korea National Oil Corporation, emphasized, "In a situation where complex disasters are becoming routine, establishing a proactive response system for energy public enterprises is directly linked to public safety. This agreement will serve as an opportunity to further strengthen disaster safety management capabilities and reinforce accountability in the public sector, based on the solid cooperative relationship between the two organizations."
Lee Youngjo, President of Korea Midland Power, stated, "The disaster situations we face today are complex and difficult to predict, but I expect that our two companies will overcome them together, prioritizing the safety and lives of the public and strengthening the stability of the national energy industry."
The establishment of a disaster safety cooperation model between the two organizations through this agreement is expected to expand to mutual cooperation among other public institutions, serving as an important milestone in advancing the national disaster safety management system and strengthening crisis response capabilities across the entire energy sector.
