Park Golf Course and Educational Vessel Operation Allowed Around Paldang Lake
Installation of park golf courses and operation of educational vessels will be permitted around Paldang Lake.
Gyeonggi Province announced on the 26th that the Ministry of Environment issued a notice on the 24th titled “Partial Amendment to the Designation and Comprehensive Special Measures for Water Quality Conservation Areas of Paldang and Daecheong Lakes,” focusing on regulatory improvements in the special water quality conservation areas of Paldang and Daecheong Lakes.
The core of this amendment is to allow operation of ecological learning educational vessels directly managed by local governments within Special Measure Area Zone 1, and to permit installation of eco-friendly park golf courses that do not use fertilizers or pesticides.
Zone 1 includes 30 towns and townships across six cities and counties: Hwado-eup (excluding Gagok-ri) in Namyangju-si, Heungcheon-myeon in Yeoju-si, Gwangju-si (excluding Bangdo 2-ri in Docheok-myeon), Yangpyeong-eup in Yangpyeong-gun, and Mohyeon-eup in Yongin-si.
Paldang Lake is a crucial water source responsible for supplying drinking water to 26 million residents in the Seoul metropolitan area, and it has been strictly managed for water quality conservation. However, excessive regulations have so far restricted local residents’ property rights and caused inconveniences in daily life.
Accordingly, the Gyeonggi Provincial Water Resources Headquarters, after continuous consultation and coordination with the Ministry of Environment, has achieved this regulatory rationalization.
Gyeonggi Province expects that including projects with high local demand among the permitted businesses will greatly contribute to revitalizing the local economy and enhancing residents’ welfare.

Yoon Deok-hee, head of the Gyeonggi Provincial Water Resources Headquarters, said, “This amendment to the notice is a result of coexistence that allows expansion of ecological education and leisure spaces within a range that does not harm the environment. We will continue to promote regulatory improvements and environmental administration that residents can feel.”
