Gyeonggi Province Residents' Rights Committee Proposes Government Improvement on 'Small Amount Occupancy Fee Non-Collection Standards'
The Gyeonggi Province Residents' Rights Committee will soon propose an improvement plan for the 'small amount non-collection criteria' to the government.
The small amount non-collection system exempts the collection of taxes or charges below a certain amount when the administrative cost of collection by the state or local government exceeds the actual amount collected.
According to the Residents' Rights Committee, the non-collection criteria amounts for road, river, and public water surface occupancy fees are set at 10,000 won, 5,000 won, and 2,000 won respectively by related laws.
The non-collection criteria for small rivers and urban parks (green spaces) occupancy fees are determined by each city or county, so they vary by region.
Some cities and counties do not have any regulations related to non-collection at all.
The Residents' Rights Committee pointed out that although the minimum administrative cost for imposing and collecting occupancy fees is the same, having different non-collection criteria for each occupancy fee can cause confusion among residents and issues of fairness.

A representative of the Residents' Rights Committee said, "It costs 2,500 won just to send a one-way registered mail when imposing charges, and considering the labor costs for such administrative tasks, collecting small amounts of charges is not practical. Since the administrative costs for collecting road occupancy fees and river occupancy fees are not different, it is necessary to standardize the non-collection criteria."
