Gyeonggi-do to Conduct Mock Drill on the 25th to Prepare for 'Illegal Acts by Civil Petitioners'
Gyeonggi Province conducted a '2025 First Half Year Simulation Training for Civil Petitioners' Illegal Acts Occurrence Preparedness' at the Gyeonggi Provincial Government Open Civil Service Office on the 25th.
The training was organized to protect civil service officials from malicious civil petitions and to strengthen response capabilities for actual situations.
The training set two scenarios: 'Response to Malicious Phone Calls' and 'Response to Malicious In-Person Petitions.' Over 40 participants, including civil service office staff, security officers, and police officers from the Gwanggyo District Police Station, jointly participated in an environment similar to real situations.
In the training for responding to malicious phone calls, when verbal abuse occurred during a phone call, a 'warning' voice message was played, and if it continued, a 'call termination' message was played before ending the call.
The training for responding to malicious in-person petitions involved staged emergency response procedures tailored to actual situations when visiting petitioners committed illegal acts such as verbal abuse, threats, or property damage. These procedures included ▲inducing petitioner calmness ▲active intervention by superiors ▲activation of emergency bell (connected to 112 comprehensive situation room) and calling security officers ▲protection of affected officials ▲evacuation of visiting petitioners ▲subduing the offending petitioner ▲handover to police.

Kim Sang-su, Director of the Gyeonggi Province Autonomous Administration Bureau, said, "This training was planned to prepare for various situations that may occur in the civil service office and to protect the safety of both officials and petitioners," adding, "We will continue to enhance on-site response capabilities and establish effective measures to create a safe civil petition environment."
