Kim Eunjeong Urges Swift Enactment of Ordinances and Establishment of Support Centers
for Collective Building Management Blind Spots
There has been a call for urgent institutional measures to address the rapidly increasing issues related to the management of collective buildings in Gwangsan-gu, Gwangju. Amid ongoing disputes among residents and repeated cases of poor management, there are growing demands to strengthen the public sector's role.
Kim Eunjeong, a member of the Gwangsan-gu Council (Progressive Party, Cheomdan 1 and 2-dong), stated during a five-minute free speech at the Gwangsan-gu Council on the 20th, "As the number of single-person households increases, so does the number of collective buildings. However, unlike apartment complexes, these buildings are left in a management blind spot." She urged for the enactment of relevant ordinances and improvements to the system.
Kim emphasized, "Due to weak legal regulations, collective buildings are plagued by conflicts over management fees, disputes over common areas, and inexperienced management associations, leading to a breakdown of trust among residents. There is a need for a public management and supervision system, such as establishing a management support center, training managers, and setting up a dispute mediation committee." She added, "We must enhance the public nature of collective building management and realize residential welfare through long-term systematic measures and citizen participation."
