"Prepare for Crowd Accidents"... Busan City Begins Safety Management for Large Crowds at Busan Station and Seomyeon
Lee Joonseung Urges Orderly Rallies
Busan City has announced special safety management measures for areas with large crowds, such as Busan Station and Seomyeon.
On the 19th, Busan City (Mayor Park Hyungjoon) stated that, due to growing concerns over crowd accidents as large-scale rallies have been held consecutively, it will implement comprehensive safety management measures for crowds and traffic, and respond with full force.
Previously, on the 18th, Busan City held a countermeasure meeting at 3:30 p.m. in the Disaster and Safety Countermeasure Headquarters conference room, presided over by Lee Joonseung, Busan City Deputy Mayor for Administrative Affairs, with relevant agencies and local districts in attendance.
This meeting was organized to share response plans by each agency during rallies and to establish a cooperative system to thoroughly manage crowd safety.
Busan City, together with the police who are in charge of overall rally management, will take comprehensive measures to prevent accidents that may occur when crowds gather. These include ▲preemptive removal of obstacles that may hinder pedestrian movement, ▲increasing the number of safety management personnel according to the scale of the rally and crowd density, ▲considering increasing subway train frequency, ▲deploying ambulances, and ▲guiding detours.
In addition, in cooperation with Dong-gu, Busanjin-gu, and Busan Facilities Corporation, safety management personnel will be deployed at major rally sites such as Busan Station Square and the Seomyeon Dongcheon-ro area, as well as at subway station entrances and other areas expected to be congested, to prevent crowd safety accidents.
Furthermore, Busan Transportation Corporation will implement several measures to ensure safety management in subway stations.
These include ▲emergency inspections of facilities such as escalators and elevators, ▲establishing an on-site situation room within subway stations, ▲joint situation management with relevant agencies, ▲separating movement lines in case of increased congestion, and ▲dispersing passengers to adjacent stations and closing entrances if necessary.
Depending on real-time congestion, additional measures such as non-stop train operation and temporary train deployment are also under consideration.
Lee Joonseung, Deputy Mayor for Administrative Affairs, said, "I ask everyone to do their utmost to thoroughly prepare for crowd accidents that may occur due to large-scale rallies and to prevent any safety incidents. I also ask citizens to follow safety guidelines and cooperate in creating an orderly rally culture."

Busan City plans to minimize the risk of accidents caused by large crowds through continuous monitoring and preemptive inspections, and will focus on ensuring a safe environment for rallies and movement for its citizens.
