Patent Office Strengthens Elementary Invention Education... "Expanding Infrastructure and Content"
The Korean Intellectual Property Office (KIPO) is set to enhance invention education for elementary school students by expanding related infrastructure and content. The goal is to cultivate creative and convergent intellectual property talents by integrating invention education content with autonomous curriculum time, creative experiential activities, and Neulbom School in elementary education.
On the 18th, KIPO announced the "Elementary School Invention Education Expansion Plan" reflecting these initiatives. The Neulbom School invention education, which started with 9 classes in the second semester last year, will be expanded to 69 classes in the first semester this year. Additionally, the number of "Teacher Training Schools Offering Invention Education Courses" for training specialized invention education teachers will increase from 2 schools this year to 13 schools by 2030. The core objective of this plan is to effectively integrate and spread invention education within the elementary school curriculum.
Invention education is emerging as an educational method to foster creative problem-solving skills and innovation capabilities among children and youth. Accordingly, KIPO incorporated the "Object Textbook," part of invention education, into the revised curriculum of 2022 (to be implemented in 2024), and began related education from the second semester of second grade in elementary schools last year. The Object Textbook is an educational program that connects commonly used everyday objects with invention education, featuring titles such as "Consideration and Invention Found in Picture Books" and "I Want to Be an Inventor King."
While last year marked the introduction phase of invention education in elementary schools, this year is set to be the inaugural year for its expansion. KIPO plans to develop approved invention education textbooks for grades 3 to 6 to be applied during the newly introduced autonomous curriculum time and diversify invention education programs by segmenting Neulbom School content by grade level.
Furthermore, KIPO intends to strengthen collaboration systems with metropolitan and provincial offices of education to ensure universal invention education throughout the elementary education curriculum.
The number of teacher training schools offering invention education courses will also increase from 2 schools this year to 8 schools by 2027 and 13 schools by 2030. This expansion responds to the growing demand for invention teachers and private invention instructors amid the spread of invention education content. Alongside training private invention instructors, KIPO plans to establish a quality management system to ensure the substance of invention education.
Additionally, the plan includes establishing a mid- to long-term strategy to strengthen organic connections between regional invention education support centers and invention education centers, as well as designating and operating a newly established "Invention Education Development Institute" responsible for research, development, and policy support related to invention education.

KIPO will strive to communicate and cooperate closely with related ministries to prepare practical, field-centered invention education programs and distribute them to frontline schools."
