Resumption of Construction at Suwon City Council Building... Scheduled for Completion in October This Year
Construction of the new Suwon City Council building in Gyeonggi Province will resume in March. This comes after a suspension of over a year since April last year.
According to Suwon City on the 4th, the groundbreaking for the new Suwon City Council building took place in September 2021, but construction was halted in April last year when Donggwang Construction Co., Ltd., one of the joint contractors, entered corporate rehabilitation proceedings.
While Donggwang Construction Co., Ltd. abandoned the project, Samheung Co., Ltd. has unjustly demanded an extension of the construction period and an increase in construction costs without legal grounds, refusing to comply with the order to resume construction.
Accordingly, Suwon City terminated contracts with both contractors, redesigned the remaining work, and announced a bidding notice for January 2025.
To prevent construction stoppages caused by unreliable companies, Suwon City restricted bidding eligibility to companies with construction performance of a certain area or more for buildings of the same purpose. Additionally, the city secured the contractor’s responsibility for construction through performance guarantees and prepared measures to minimize the city’s financial losses in case of unexpected issues such as non-fulfillment of construction.
As a result of the bidding announcement, Plus Construction Co., Ltd. (located in Jeonju, Jeonbuk) and Gyeongan General Construction Co., Ltd. (located in Pyeongtaek, Gyeonggi) were selected as the first-priority contractors, and after a qualification review, the contract was signed on the 28th of last month.
Suwon City plans to coordinate detailed schedules after inspecting the contractors and the construction site, resume construction in March, and complete the work by October.
A Suwon City official stated, "We are well aware of concerns about whether the newly selected contractor can successfully complete the construction amid the complex crisis of high interest rates and a downturn in the construction industry, which have led to a series of bankruptcies and closures among small and medium-sized construction companies. Since this is a construction project that is resuming with difficulty, we will thoroughly manage and supervise it, communicate with the contractor, and do our best to ensure completion by October."

The Suwon City Council building will be constructed with three basement floors and nine above-ground floors, covering a total floor area of 12,690 square meters. The first floor will be designed as a friendly space for communication with citizens, including a multipurpose lounge, a promotional hall, and a nursing room. The second floor will house meeting spaces such as the main assembly hall, while floors three through nine will be used as workspaces including standing committee meeting rooms and council members’ research offices.
