Intensive Discussion on Support Measures for Win-Win Workplace Daycare Centers
Kim Moon-soo, Minister of Employment and Labor, said on the 27th, "To achieve work-family balance, we will continue to expand win-win workplace daycare centers equipped with good facilities and teachers," adding, "We will strive to increase the number of win-win workplace daycare centers from 75 to 100 by 2027."
On the same day, Minister Kim visited Haesol Daycare Center located in Dongtan General Industrial Complex, Hwaseong City, and held a meeting with daycare operators, local government officials, and childcare teachers. Visiting the site to inspect and encourage work-family balance efforts, he stated, "We will actively reflect the opinions from the field in workplace daycare improvement policies," and explained, "We will also fully cooperate with local governments and companies as needed."
Dongtan Industrial Complex Haesol Daycare Center is a win-win workplace daycare center where Hwaseong City provides the site, and six large corporations along with twelve small and medium-sized enterprises participate in its operation. Win-win workplace daycare centers are jointly operated by small and medium-sized enterprises or supported by large corporations and local governments through site or cost assistance, serving children of other small and medium-sized enterprises, with 75 centers operating nationwide.
During the meeting, measures to strengthen support for win-win daycare centers were intensively discussed. The Ministry of Employment and Labor decided to closely monitor and share with the field the cases of utilizing the newly provided emergency care personnel expenses and operating costs (1.3 billion KRW) for win-win daycare centers this year. Emergency care responds to urgent care needs such as when a child falls ill or a parent has sudden overtime work, and in such cases, the ministry provides additional support for personnel and operating costs.

Additionally, daycare centers jointly operated by two or more small and medium-sized enterprises without going through a public contest will be approved as win-win centers upon application to receive benefits. The current regulation requiring workplace daycare centers that received installation costs exceeding 1 billion KRW to operate the facility for seven years will be shortened to six years, aiming to lower entry barriers for companies hesitant to establish workplace daycare centers due to operational burdens.
