The thaw season is a time when the ground, which was frozen during winter, thaws and weakens, making it a period of particular concern for safety accidents such as facility collapse or overturning.
During this inspection period, the focus will be on inspecting retaining walls, embankments, cut slopes, areas at risk of falling rocks, and construction sites, which are highly susceptible to accidents during the thaw season.
The main inspection items include: ▲ checking for cracks, subsidence, or signs of collapse in retaining walls and embankments due to thawing and freezing; ▲ checking for cracks or ground subsidence in road slopes, steep cut or fill sections, and artificial slopes; ▲ checking for subsidence or cracks in the ground adjacent to construction sites, the condition of buildings, monitoring of retaining walls and earth anchors for defects, and deformation of formwork and supports before concrete pouring.
In addition, major disaster-prone facilities will be jointly inspected with the safety management advisory group operated by the provincial government, the main departments of city and county administrations, and related agencies, in order to eliminate risk factors in advance and create a safe environment for residents.
Jeollanam-do plans to complete the inspections by April 2nd and, depending on the results, will immediately address issues that can be resolved on-site. For issues that cannot be addressed immediately, a mid- to long-term plan will be established for gradual improvement as part of a permanent prevention strategy.
Park Namil, Director of Social Disaster at Jeollanam-do, said, "Since thaw season facility collapses can lead to casualties, it is important to identify and address safety hazards in advance."
During last year's thaw season safety inspection period, 181 disaster-prone facilities were inspected, and 29 risk signs were found and addressed through repairs and reinforcement.
