Gyeonggi Province Launches "Maintenance Project Onnuri System"?First Among Metropolitan Governments, Operations Begin in June
Gyeonggi Province has become the first metropolitan local government in South Korea to digitize the business processes of redevelopment and reconstruction associations, including budgeting, accounting, personnel, and administration, by establishing the "Gyeonggi Maintenance Project Onnuri System." This system will be available to all residents of the province starting in June.
This system aims to prevent distrust and disputes arising from opaque accounting practices and delayed information disclosure by associations during maintenance projects. It is expected to enable transparent and prompt project management, guarantee the right to know for association members, and ultimately shorten the duration of maintenance projects.
Gyeonggi Province began developing the integrated digital business processing system in December 2023. Through a public naming contest held in February and March of last year, the system was named the "Gyeonggi Maintenance Project Onnuri System," reflecting its purpose as a digital online platform where residents can share and accumulate information about all maintenance projects to ensure transparency.
By using this system, any resident can access real-time information on the status of maintenance projects and educational resources within the province. In addition, project committees and associations can easily manage membership, budgeting, accounting, and information disclosure through the "Association Operations Support System." Once data is entered, the system automatically discloses mandatory information in accordance with the Urban Maintenance Act.
Association members can view disclosed information through the "Association Information Disclosure Homepage." The "Estimated Contribution System (GRES)," which has been operated by Gyeonggi Province since 2012, has also been upgraded and integrated, allowing members to estimate contributions and use this information in decision-making.
City and county officials in charge of maintenance projects can quickly manage project status and analyze necessary information. The digitization of association operations is also expected to reduce civil complaints related to information disclosure.
Since the system was completed in December last year, Gyeonggi Province has been providing training and conducting pilot operations for provincial, city, county, and association administrators from January to May this year. In June, the system will be made available to all residents of the province.

Son Imseong, Director of Urban Housing at Gyeonggi Province, stated, "As the first metropolitan local government in the country to digitize association operations through the 'Gyeonggi Maintenance Project Onnuri System,' we expect to strengthen the reliability of association operations." He also promised, "We will provide administrative services to help facilitate maintenance projects."
