Gwangju City Council Member Lee Gwisoon Urges Solution to Sinchang-dong Noise Barrier Tunnel Issue

View original imageGwi-soon Lee, a member of the Gwangju Metropolitan Council (Democratic Party of Korea, Gwangsan-gu 4), delivered a five-minute free speech on the theme of "Administration for Citizens, the Need for Consideration and Communication from the Citizens' Perspective" at the 330th 1st plenary session held on the 4th.
Lee stated, "The upper part of the soundproof tunnel in Sinchang-dong is open, causing noise and dust to be concentrated. As a result, citizens living in that section are experiencing greater harm and inconvenience," and criticized, "Citizens who have endured suffering for nearly 15 years, trusting and waiting for the administration, are now not only bewildered but also outraged at the sight of the completely open soundproof tunnel, and are demanding the full enclosure of the open section."
The fourth section of the Second Ring Road, which opened in May 2007, has seen continuous complaints of noise damage due to traffic noise in the Sinchang-dong apartment complex section for over ten years. A feasibility study began in 2016, construction started in 2020, and one out of three sections is about to be completed.
Lee pointed out, "If there had been even a single proper briefing for citizens before construction began, unnecessary conflicts such as wasted administrative resources and budget due to suspension of construction would not have occurred," adding, "This is the result of an administration for citizens that does not consider or communicate from the citizens' perspective."
Lee urged, "Even at this moment, I ask for a proper explanation and active improvement measures regarding the Sinchang District soundproof tunnel issue for the citizens who are suffering," and called on Mayor Kang Gi-jung and the Gwangju Metropolitan Government to "present a sincere statement of position and a concrete plan to resolve the issue."
