Yeongju-si Strengthens User-Centered Customized Civil Service
Consideration for Vulnerable Groups and Enhanced Accessibility to Civil Services
Promoting Various Citizen-Oriented Civil Service Policies
Yeongju City, Gyeongbuk Province (Mayor Park Nam-seo) plans to implement various policies in the new year to strengthen demand-oriented, customized civil service that citizens can directly experience.
First, convenience services for vulnerable groups in civil services, including foreigners and multicultural families, will be expanded. Foreign language UI (User Interface) services supporting four languages?Chinese, Japanese, Vietnamese, and Filipino?will be introduced at four unmanned civil service issuance machines located in the City Hall Civil Service Office, Yeongju 1·2-dong, and Gahung 1-dong Administrative Welfare Centers to eliminate language barriers. This will make it easier to issue major civil documents such as resident registration certificates and family relation certificates.
Additionally, foreign language translations of major civil service forms will be provided at City Hall, eup/myeon/dong administrative welfare centers, and the Multicultural Family Support Center. Administrative terms will be simplified, and large-print civil service forms will be offered to expand customized support for vulnerable groups.
To improve accessibility and convenience of civil services, the operation of unmanned civil service issuance machines will also be expanded. Once the Dansan-myeon and Hyucheon 1-dong Administrative Welfare Centers, which will begin construction early this year, are completed, the number of “24-hour unmanned civil service issuance machines” will increase from six to eight. Currently, they operate at six locations: City Hall Civil Service Office, Punggi-eup, Buseok-myeon, Yeongju 1-dong, Gahung 1-dong Administrative Welfare Centers, and Yeongju Station.
The issuance service for real estate registration certificates via unmanned civil service issuance machines will also be improved. Previously, issuance was only possible at the City Hall Civil Service Office, Yeongju Tax Office, and some eup/myeon/dong administrative welfare centers, but from now on, all eup/myeon/dong administrative welfare centers will be able to process these requests.
In particular, issuance will become possible in the first quarter of this year at Sunheung-myeon and Yeongju 2-dong Administrative Welfare Centers, where it had been difficult before, following consultations with the court. As a result, citizens will be able to conveniently receive documents at nearby administrative welfare centers without having to visit the registry office directly.
New policies to create a pleasant civil service office environment will also be promoted. In the first half of this year, a “smart garden” using plants with excellent air purification functions will be established in the City Hall Civil Service Office to improve indoor air quality and provide psychological stability to visitors.
Furthermore, the Volunteer Center’s aging meal preparation room will be repaired and remodeled to provide a better environment for volunteers supporting free meal services and side dish sharing activities, thereby promoting volunteer activities.
Kwon Myung-ok, head of the Saemaul Volunteer Division, said, “This year, while maintaining existing civil service convenience policies such as the Monday night civil service office, one-stop marriage and moving-in registration services, and the civil service call center operation, we are actively discovering new policies that citizens can feel. We will continue to do our best to realize open administration that prioritizes citizens’ convenience.”
