Construction of the Veterans Hall began in March 2022 but was delayed once due to raw material supply shortages caused by COVID-19 and a strike by ready-mix concrete transport drivers. In March of last year, when the construction progress was about 80%, the project was halted due to the contractor's financial difficulties. In response, the city took urgent measures, reselected the contractor in August last year, and completed the construction by the end of last year.
