Gyeonggi-do Requests Reconsideration of 'Governor's Adjustment Grant Amendment' to Provincial Council
Gyeonggi Province requested reconsideration, claiming that the 'Partial Amendment to the Gyeonggi Province Adjustment Grant Distribution Ordinance,' approved by the Gyeonggi Provincial Council on December 27 last year, infringed upon the governor's authority to distribute special adjustment grants and execute the budget.
Gyeonggi Province submitted the reconsideration request to the Provincial Council on the 17th.
The ordinance stipulates that the governor must establish a distribution plan for special adjustment grants twice a year, in the first and second halves, notify each mayor and county governor, and report to the council. It also requires that payments for the first half be completed by May and for the second half by October.
Gyeonggi Province views the prior reporting to the local council as exceeding the scope delegated by the Enforcement Decree of the Local Finance Act and infringing on the governor's authority to distribute special adjustment grants.
Furthermore, specifying the distribution periods as May and October restricts the timing, which could impose constraints on the system's operation and infringe upon the governor's budget execution authority, making the reconsideration request unavoidable.

With Gyeonggi Province's request for reconsideration, the Provincial Council must resubmit the ordinance to the plenary session, where it can only be promulgated if more than half of the total members are present and at least two-thirds of the attending members approve it.
