The government has decided to focus on establishing discipline in the public service this year, enhancing responsibility, and boosting morale. In the process of increasing public trust, strict measures will be taken against drunk driving and sexual misconduct, and plans are in place to expand support for grievance handling and reward opportunities. A special inspection of public service discipline will also be conducted around the Lunar New Year holiday period to ensure public safety.
On the 17th, the government held the 'Central Administrative Agency Auditors' Meeting' chaired by Bang Gi-seon, Director of the Office for Government Policy Coordination, to discuss key priorities for establishing public service discipline this year (Key Directions for Public Service Management). The meeting was attended by auditors from 49 central administrative agencies, including 19 ministries, 6 committees, 20 offices, and 3 agencies, including the Office for Government Policy Coordination.
The auditors agreed that in the current uncertain domestic and international environment, it is more important than ever for the government and public officials to maintain focus and work responsibly. Additionally, they resolved to make efforts across the government to establish public service discipline for stable national administration, focusing on ▲stabilizing people's livelihoods ▲responding to economic risks ▲structural reforms for future generations ▲ensuring public safety ▲proactive diplomacy and security responses.
The goals for public service management this year were set as ▲a responsible public service ▲establishment of strict service discipline ▲a public service trusted by the people ▲and boosting public officials' morale. Moving forward, each central administrative agency will establish and implement its own public service management plan tailored to its circumstances and characteristics.
Strengthening Integrity Awareness and Checking Behavior That Undermines Trust
To foster a responsible public service atmosphere, the government will thoroughly manage livelihood issues, support close cooperation among ministries, and create an active administrative environment. To establish strict service discipline, basic service discipline will be reinforced, and planned inspections targeting vulnerable areas will be activated. Collaboration among agencies related to public service discipline will also be strengthened.
In the process of creating a public service trusted by the people, the government will strengthen public officials' integrity awareness and closely monitor behavior that undermines public trust. In particular, misconducts that draw public criticism such as drunk driving, sexual misconduct, improper solicitations, and acceptance of money or entertainment will be strictly dealt with regardless of rank or position. To prevent the public service from becoming discouraged despite the strict measures, support for grievance handling will be enhanced, and opportunities for rewards and encouragement will be expanded as part of morale-boosting measures.
As the first measure to establish discipline in the public service this year, the government will conduct a joint 'Special Inspection of Public Service Discipline during the Lunar New Year Holiday' from the 20th of this month to the 2nd of next month. This special inspection will focus on ensuring public safety before and after the Lunar New Year holiday. It will emphasize checking emergency response readiness and service discipline at facilities closely related to citizens' daily lives and national infrastructure.

The Office for Government Policy Coordination stated, "To minimize fatigue in the public service due to the special inspection, efficiency will be increased by selecting and concentrating on vulnerable areas." It added, "In line with the government's domestic demand activation policies, public officials are encouraged to actively use annual leave before and after the holiday as long as it does not interfere with work."
