Changnyeong-gun Promotes Land Category Realization Before Enforcement of Farmland Act
Aligning Actual Land Usage Status
with Cadastral Records
Changnyeong-gun, Gyeongnam Province announced on the 17th that it will promote land category actualization to align the actual usage status of land, which has been used as houses, warehouses, etc. since before the enforcement of the Farmland Act (January 1, 1973), but whose cadastral records still list as fields, paddies, or orchards.
This project is based on the investigation of a total of 187 parcels across 13 eup and myeon, including 34 parcels in Changnyeong-eup, by receiving tax registers from Gyeongnam Province and the Regional Information Development Institute that show property tax imposed for building use on land categorized as farmland before the enforcement of the Farmland Act, and reviewing aerial photographs using the National Geographic Information Institute platform.
Changnyeong-gun plans to conduct on-site inspections and carefully review any legal conflicts by June 2025, then send notification letters to landowners. If the landowners who receive the final notification apply for land category changes, the county will immediately process the requests and provide a one-stop administrative service that completes registration.

An official from the county stated, “We hope this land category actualization project will assist landowners who have experienced difficulties in exercising their property rights due to challenges in obtaining farmland acquisition qualification certificates for ownership transfers,” and added, “We will continue to strengthen publicity so that more beneficiaries can receive these advantages in the future.”
