The Basic Income Local Government Council Makes a Fresh Start as the 'Basic Society Local Government Council'
The Basic Income Local Government Council (Chairman Kim Kyung-il, Mayor of Paju) has launched under a new name, the ‘Basic Society Local Government Council,’ and is accelerating the promotion of its projects.
At the regular meeting held last October, the council approved the name change and decided to use the new name starting in 2025. This reflects the intention to realize a broader concept of ‘Basic Society’ that encompasses not only basic income but also basic transportation, basic housing, basic care, and basic education services.
Kim Kyung-il, Mayor of Paju and the chairman, stated, “In a situation facing multiple challenges such as low birth rates, polarization, and climate crisis, fundamental discussions on new alternatives are more necessary than ever. I hope this name change will be the first step toward a transition to a basic society that guarantees a fair and fundamental life for everyone, and I look forward to more local governments participating and sharing the vision of a basic society.”
Additionally, the council has completed the formation of its second-term executive team, including Vice Chairman Kim Byung-nae (Mayor of Nam-gu, Gwangju), Auditor Jeong Seong-ju (Mayor of Gimje), and Spokesperson Jang Se-il (Mayor of Yeonggwang). In 2025, they plan to actively carry out various projects to spread awareness and develop policies for the basic society, such as ▲Basic Society forums ▲Tour lectures ▲Policy development research projects ▲Joint training sessions.

Meanwhile, as the chair city of the council, Paju plans to establish itself as a leading local government for the basic society by implementing various policies this year to guarantee citizens’ basic lives, including expanding local currency incentives, establishing public nursing facilities, and building a public transportation system.
