Recognition for Contribution to Flood Damage Prevention: Installation of 'Semi-basement Housing Openable Security Windows' Support Project with a Total of 646 Sites Installed
Only Basic Local Government to Receive Ministerial Award in Special Category... Ranked 2nd Among Seoul Autonomous Districts in General Category
Gwanak-gu (Mayor Park Jun-hee) was the only local government among 229 basic local government institutions to receive the Ministerial Award in the special category of the ‘2024 Architectural Administration Evaluation’ hosted by the Ministry of Land, Infrastructure and Transport.
The ‘Architectural Administration Evaluation’ is a system established in 1999 to motivate outstanding local governments by selecting excellent local governments to secure ▲efficiency ▲effectiveness ▲responsibility in architectural administration and to strengthen autonomous administrative capabilities.
This year, the evaluation was conducted for 246 metropolitan and basic local governments nationwide, divided into the ‘general category’ and the ‘special category’.
The ‘general category’ evaluated general matters such as ▲rationality of administrative procedures ▲safety management ▲appropriateness of maintenance and management, as well as policy-related matters such as efforts to improve architectural administration. Gwanak-gu achieved 2nd place among basic local governments in Seoul.
The ‘special category’ focused on evaluating local governments’ ‘efforts to improve architectural administrative services,’ such as providing architectural services that citizens can feel in response to changes in the architectural environment. The district was highly recognized for its contribution to the ‘installation support project for operable security windows.’
Existing security windows were often fixed type, making it difficult to respond to sudden flooding, which led to casualties during the summer.
The ‘operable security windows’ installed by the district this time function like existing security windows to prevent intrusion from outside under normal circumstances, but in emergencies such as flooding or when necessary, the locking device can be released to allow easy escape to the outside.
Accordingly, to prevent flood damage, the district completed the installation of operable security windows in 646 semi-basement houses located in the area from 2022 to 2024.

Park Jun-hee, Mayor of Gwanak-gu, said, “This Ministerial Award in the special category is the result of the district’s efforts to prevent flood damage,” and added, “We will continue to do our best to prevent safety accidents and protect residents from disasters.”
