Gangnam-gu Celebrates 50th Anniversary with Establishment of Sustainable Development Strategy and Action Plan
18 Goals in 4 Major Areas Including Economy
Reflecting Characteristics and Future Challenges of Gangnam Region
Gangnam-gu, Seoul (District Mayor Jo Seong-myeong) has established the ‘Basic Strategy and Implementation Plan for Sustainable Development,’ presenting innovative and growth drivers to lead Gangnam-gu for the next 100 years. It contains Gangnam-gu’s blueprint to create a sustainable local community based on four major areas?economy, socio-culture, environment, and cooperation?and 18 goals.
The district expects this strategy formulation to be an essential requirement under the Basic Act on Sustainable Development and related ordinances, as well as an important turning point to improve residents’ quality of life and secure the sustainability of the local community. Accordingly, it has concretized a Gangnam-type sustainable development strategy that balances economic growth, social stability and integration, and environmental conservation by reflecting the UN Sustainable Development Goals (SDGs).
After enacting the Basic Ordinance on Sustainable Development in January last year, the district launched the Sustainable Development Committee in March, composed of experts, the deputy mayor, and heads of departments and offices. Subsequently, in collaboration with a professional service firm, the plan was completed through interviews with all departments, collection of residents’ opinions, expert meetings, and committee deliberations. Notably, the process actively reflected local demands through a survey of over 1,200 residents.
Under the vision of ‘Gangnam-type Innovation and Unstoppable Growth,’ the plan proposes 68 unit projects and 191 detailed implementation tasks reflecting Gangnam-gu’s characteristics, including realizing a smart economic city, carbon neutrality and climate change response, establishing a Gangnam-type welfare system, and policies encouraging childbirth. In particular, although not included in higher-level plans, the strategy adds distinctive practical childbirth promotion policies addressing the serious social issue of low birth rates, such as support for infertile couples, childbirth and childcare subsidies, and strengthening childcare services.
Moreover, the strategy presents Gangnam-gu’s unique implications through analysis of overseas cases. It includes 15 implications such as sustainable village models from advanced countries in Europe, new global healthcare businesses, and immigration policies to activate foreign entrepreneurship, aiming to enhance Gangnam’s international competitiveness.
The basic strategy will serve as a mid- to long-term plan forming the foundation of Gangnam-gu’s sustainable development for 20 years from next year until 2044, to be reviewed and revised every five years. The implementation plan covers 2025 to 2029 and must be established every five years. All departments will evaluate and check progress based on indicators every two years and then publish and announce a sustainable development implementation report. Mayor Jo Seong-myeong stated, “Marking the 50th anniversary of Gangnam-gu’s establishment in 2025, this basic strategy for sustainable development will be an important stepping stone to prepare for Gangnam’s 100-year future.” He added, “We will promote policies harmonizing economy, environment, and welfare to create Gangnam, the world’s best global international city where all residents live well and happily.”
