View original imageThis resolution announcement began following the legislative notice of the partial amendment to the Enforcement Decree of the Local Autonomy Act through the Ministry of the Interior and Safety’s public announcement No. 2024-1579 on November 11, which deleted the exception clause that excluded administrative audits and investigations of delegated and entrusted affairs by basic local governments from those conducted by metropolitan local governments.
In the resolution, the Dongducheon City Council emphasized that "this amendment is a significant matter infringing on the role of basic local government councils over the past 30 years" and expressed its position urging the withdrawal of the partial amendment to the Enforcement Decree of the Local Autonomy Act by the Ministry of the Interior and Safety.
Furthermore, it stated, "Basic local governments are currently experiencing excessive burdens due to audits by the Board of Audit and Inspection and joint government audits, and if additional audits by provincial councils are added, this will lead to administrative inefficiency and budget waste, resulting in the provision of low-quality administrative services to local residents, which is absolutely unacceptable," and declared, "We will actively respond for the development of local autonomy."

Meanwhile, the Association of Chairpersons of City, County, and District Councils of the Republic of Korea expressed its opinion urging the withdrawal of the Ministry of the Interior and Safety’s partial amendment to the Enforcement Decree of the Local Autonomy Act and requested cooperation for all city, county, and district councils to join together.
