She added, "What is happening in South Korea now fully corresponds to the political system created by the United States."
Zakharova said, "If we step out of the current perspective and thoroughly analyze the situation, it becomes clear why North Korea is so diligently strengthening its own security," adding, "The neighboring South Korea is completely unpredictable. To put it kindly, the only predictable thing is its unpredictability."
She continued, "The incident (state of emergency) that occurred in Seoul shows that South Korea is the party causing tension and instability on the Korean Peninsula," and pointed out, "At the same time, the United States is using South Korea to destabilize the entire region." She also emphasized that the issue of guaranteeing North Korea's security is "very important."
According to the Russian Ministry of Foreign Affairs, Sergey Ryabkov, Deputy Foreign Minister of Russia, met with Lee Do-hoon, South Korea's ambassador to Russia, on the same day to discuss recent international affairs and the situation on the Korean Peninsula. The ambassador reportedly engaged in dialogue with Deputy Minister Ryabkov about the situation of the war in Ukraine and the rapidly changing international landscape, exchanging views with a focus on security regarding the Korean Peninsula situation.

Russia has been engaged in a war with Ukraine for three years, and since October, international tensions have escalated further due to the deployment of North Korean troops to Russia. North Korea and Russia activated the treaty on the day after exchanging ratification documents for the "Treaty on Comprehensive Strategic Partnership," which restores their military alliance. This completed all procedures for the treaty's activation about half a year after Chairman Kim Jong-il and President Vladimir Putin signed the treaty in Pyongyang on June 19.
